Meh. I don't see it. For me it felt like a reboot, a way to explain why we're now telling the same story with everybody in slightly different places. They started to explain the previous plot in a way that pretty much turned it into backstory. Bezzerides and Velcoro were given new very simple motivations that were spelled out to the audience in very explicit ways. The plotlines of the cops and the mobster were connected by introducing a MacGuffin that everybody is now pursuing. The previous stuff pretty much became backstory instead of "plot". Not that there was much of a plot.
I'm aware of how they make these serieses. That doesn't make the story any less of a mess. As for the reasons, I'm guessing for the normal stuff. Meddling producers, agents, actors. Unfavourable reactions from the preview audiences. General lack of direction from the writer. Too little time to actually write the stuff. Most likely a combination of many of those things.
