I think you gapped out on some parts there, maybe watch it again. The shootout was definitely part of the overall plot arc.
The whole thing has been written and shot anyway, there's no reboots in this type of show. Like a season of GoT, or pretty much any other HBO show. It's all written and shot and edited before it goes to air.
That said, how good a part of the plot it is, remains to be seen. I dunno myself, I'm liking it more in some respects than I was when it first started, and finding a lot of cliche in other respects. It's a decent show, but it certainly doesn't have the magic of the first season. Not by a long shot. Though, I'm going along for the ride, and hopefully what they are building to will be worth it.
