There's the back story you can't see in the video. Also, it's Bedford Stuys, not the best neighborhood for cops in NYC. Cops do not presume innocence; if they did, no one would ever get arrested. But even so, the guy deserved another 15 seconds to do what he was being told.
Also interesting, the cop has one previous excessive force complaint. Probably time for an extended vacation.
And the guy also has a few conviction for domestic violence etc.
