Prospect development isn't a straight line upwards.
What annoyed me most about prospect development is that they all developed in the same areas and other categories were ignored. Pretty much every prospect that came up had stellar shooting and skating and not much else. Defensive categories typically didn't grow, physical definitely doesn't, the sense category rarely changes.

I've always thought that they should put more weight into the senses category. There are plenty of rookies that have stellar physical attributes, but what is holding them back is their ability to read the play at the next level. This is going way back, but Konstantin Koltsov was basically a speed skater with a bullet shot. But he was terrible in the NHL because his hockey sense was bad. In NHL games they'd just drop his ratings everywhere to make him a low overall player. His physical attributes should still be amazing, but he should have low offensive sense so that he just ends up in the wrong position.

The Madden games have different categories for players for things like clutchness or their ability to be a ball hawk. It'd be nice if the NHL games had attributes that made snipers be able to find the open ice easier, some players should have a higher chance at protecting the puck then others, etc.

The big thing they need to do is make the players actually play differently. Johnny Superbman did a fantastic video where he compared Crosby to John Scott in the current gen systems and there was barely a difference between the two in terms of in game ability.
