It's an unsubstantiated feeling, but if the belief is there that he has the skill to play in the NHL and the experience of playing against men, the best place for his development might be in the NHL surrounded by NHLers.
I think it's likely they test him to see what he brings in Camp. If he's close to earning a spot, I think they make room for him.

Even the AHL is a bit of a stretch at this point in his development. I say there is between 0 and 1% chance of him playing an NHL game next season.
Just because he has NHL caliber skating doesn't mean he's ready for the NHL. It sounds like he has a lot to learn still and can develop further in the AHL, WHL or SEL.
