Because he played in the WHL last season and went undrafted, he is now a limited-time UFA. Between the conclusion of the Draft and the start of the Major Junior season, he can be signed to an NHL tryout.
If he is signed to a tryout deal, he can participate in training camp. If he has a good showing at camp, he can be signed to an NHL contract prior to the start of the NHL season. They could also just offer him a contract without the tryout, but that's unlikely.
If he isn't signed to an NHL contract prior to the start of the season, he will lose his limited free agency and will be draft-eligible again next season.
This is the same thing the Kings did with Martin Jones after he went undrafted. It's also what the Oilers tried to do with Tkachev last season, but he had played a couple of games in Russia before going to the CHL the prior season, so that deal was ruled ineligible.
It doesn't appear that Soustal played anywhere other than Kelowna last season, so the Flames should be able to sign him if they want to.
