The Stampede area has also strongly committed to redeveloping the area surrounding, which again provides a mutual benefit to the city, the team, and the stampede.
I for one an always weary of building a "district" centered around a stadium. I mean, outside of maybe 100 days a year, who wants to hang around by an empty stadium..

The Stampede takes all the parking revenue for the area, as well as I believe the Flames have to pay rent for the land where the Dome is (I could be wrong about that). Either way, building on the Stampede grounds is not optimal for the Flames.
And I disagree with your last point. The idea behind this is that it's not just a hockey rink for 100 days/ year. It's hockey and then football and lacrosse and hitmen and concerts (both indoor and outdoor) and conventions and festivals, all in the same area. The presumption is there will almost always be something going on there.
