The fee is $240k US for the first 10 players the NHL signs out of Sweden or $325k US for any player after the first 10.
However there may be a deadline this summer (not exactly sure when) as to when the Flames can still pay the transfer fee, or Kylington stays in Sweden for the year.
The problem is however the 2nd part of the agreement where the Flames must offer Kylington back to AIK before assigning him to the CHL or AHL because he isn't a 1st round pick. This is where the Flames can get screwed in paying the transfer fee but Kylington still ends up playing in Europe.
So what AIK wants is the whole crux of the situation and if Kylington is penciled in to be their top pairing, they won't let him go easily.
Also talk of additional compensation is moot. The NHL will not allow a team to pay more money than what it already negotiated with a hockey federation, as it will undermine the whole transfer agreement.

Hypothetically speaking, if we did sign him and had to re-assign him to AIK, would the Flames still be on the hook for his salary?

The problem is that if he starts to falter, they really have no special interest in putting his development in front of winning. The CHL and AHL are in the business of developing NHL players and no system anywhere in the world is as good at it as those leagues. As Sureloss pointed out, it might be a moot point anyway though.
