The simple way I understand the waiver rule is that a skater gets 3 years of waiver free status from when they turn pro at 20. If they turn pro earlier that counts as a year such as Bennett did last year. If they turn pro after 20 it gets less than the 3 years depending on their age. There are exceptions such Poirier and Sieloff but I haven't heard or seen anything saying Ferland falls into that category.
Ferland turned pro at 20 and has been playing on a pro contract for 3 years, therefor his waiver free status has been used up. No way does he get sent down unless he's seriously screwed up and even than he probably won't pass through waivers.
