Monahan in his rookie season started at 11-13 mins TOI per night, and slowly was increased over the season. Even then there were patches of games throughout the year that he was well below 15 mins. In this organization it's about learning, development and earning ice-time. I'd be more taken aback if Bennett was gifted a ton of minutes as you're suggesting he should be. In the playoffs, Bennett's ice varied widely from 9 mins to 18. You're right it shouldn't be about contracts, and it would be best for his development to play in the NHL at this point, not 22 minutes a night in Kingston.
