That's 100% a rotary phone. The length of the noises changes every time because the operator is dialing different numbers. The higher the number, the longer the dial has to rotate back to the starting position. Hell, he even hangs up the receiver at the end and it dings.

It's not a dot matrix printer or typewriter or anything like that. Those sound sound much slower and have a different pitch. Source: used a typewriter yesterday.
