So if the Pens miss the playoffs this coming season and make it in 2016-17 the Leafs get the Pens' first rounder in 2017 and give their second rounder. The Leafs will most likely be a basement team in 2016-17. If Pittsburg makes it to the cup final in those playoffs, then it'll essentially be Toronto getting the 29th overall pick and Pittsburg getting the 31-33ish pick. That is some shrewd condition on the Pens' part.
