It's a bit of that, but also GM to GM empathy.

With this trade, its because Sweeney didn't appear to have many options, and the option that appeared, from many accounts, to be imminent, was his own predecessor, the reason for the BOS cap issue, turning around and sending out an offer sheet on the guy and then all the issues that would cause for Boston's cap, and the optics etc etc.

With the Burke thing on the Phanuef trade, it was also because Darryl was in a tough place. He had to make the playoffs given the edict from the owners, and he had a large handful of forwards injured or under producing at the time. So he needed to find a large volume of serviceable forwards, that aren't that easy to find in those numbers. Also, Phaneuf may or may not have turned into a locker room problem child.
