Not sure how an adult cannot get a child to sit in the car seat.
My daughter was like that occasionally, and while its' a bit of a struggle you can get all of their limbs in the right places and strap them in. They are usually too upset to have the wherewithal to remove the buckles, and when they're calmed down they don't care anymore.
Maybe the guy should be in some parenting classes.
