That would have required (a) signing Ramo at whatever could be negotiated and (b) trading Hiller for whatever return that could be obtained. I don't think they viewed Ramo as so far superior to Hiller to make that happen. Additionally, I'm not convinced Hartley prefers Ramo to Hiller. Hiller had more starts, less pulls and generally a slightly longer leash.
