No, if people would just stop saying it eventually it would no longer be part of the public lexicon. If you call someone a bugger now its meaning will be lost on most people. There was a time, especially in Europe, where the word was incredibly offensive but because of its relative nonuse people won't get offended.
Same with the n word, if people just stopped saying it most people wouldn't know what it means in 50 years. The easiest solution is just to phase its meaning out of society so it no longer has power. That way in 50 years a white person could go around saying it to black people and they wouldn't get offended if they've never heard it thus eliminating the power it has now
