Which is virtually impossible. For the average tourist/photographer they're stopping on the side (or in) the road, followed by 20 other cars and pedestrians, now that impacts traffic.
Generally speaking the animal isn't that far away (if being spotted from the highway), and taking photos of let's say a bear 100 feet away now acclimatizes that bear to people. (not to mention is completely stupid from a personal safety standpoint). Getting within a stone's throw from an animal
is interacting with it.
And a wild animal that isn't afraid of people is now an extremely dangerous animal (and can be the cause for destroying animals). Coming across animals that aren't afraid of people concerns me in the wilderness.
The only way you're going to take pics of wildlife without disturbing them is with a massive zoom lens and camo or a hunting blind, which is fine, but that's not what I'm talking about and won't happen from the side of the road.
