Bowness park during the summer has obscene minimum charges to book tables unless you book one of the far off sites which are $61. The others are in the $350 range.

Not true. While open sites can be taken on a first-come-first served basis, all picnic sites at Edworthy allow reservations. The map from the city is here.

You can use the picnic tables but there is always a chance someone has reserved and will kick you out. OP has 20-25 people. I'd pay the $61 to reserve the site. Edworthy reservations used to come with firewood from the city but not any longer I believe.
