The City is being more than generous in giving these people $20,000 each. You can be sure that a private landowner would not do the same thing. The fact that they feel entitled to more seems a little ridiculous. This is rented land that these trailers sit on, it's not as if it's being expropriated.

That's not the issue. These people were promised that the park was going to be relocated to East Hills out 84th st. east of town. After they purchased their homes council changed their minds and decided to tell them to go find your own land. It costs $10,000 just to move a trailer and with no spaces in town their trailers are worthless.
One couple was moving in to their new purchase and got a notice that day that the park was closing. Residents had to be approved by the city of calgary to purchase the homes in the first place. If council had it in the plans to not move them then why would they approve the purchases?
