For example, if what an exec says about a player affects value, why don't we have repeated instances of gushing over soon-to-be-traded players. Clearly the opposite should work and that would raise player value.

Agreed. If the Wings were noticing negative things about Mantha, there is a good chance that other teams were already noticing the same thing through their scouts. The fact that they publicly called him out suggests that the cat was out of the bag already. Some teams might have differing opinions, but it's not like 29 other teams weren't paying attention.
