"A co-operative strategy heralded for dramatic cuts in Winnipeg's auto theft problem over the last five years has won two international policing awards.

In a joint statement issued Tuesday, the province, the Winnipeg Police Service and Manitoba Public Insurance said the Winnipeg Auto Theft Suppression Strategy (WATSS) has won honours from the International Association of Chiefs of Police.

Introduced in 2005, WATSS combines the efforts of police, probation officers, prosecutors and MPI to crack down on a subculture of city teens who habitually steal cars and drive them dangerously.

Another aspect of the program is a mandatory immobilizer initiative for vehicles deemed most at risk of being stolen.

From a policing point of view, the core of the program involves analyzing data regarding teens identified as the most chronic auto-theft offenders. Police found that when a hard-core group of these teens were in custody, the rate of auto theft dropped. By strictly monitoring these youths while out in public and enforcing any court order breaches, streets became safer."

In 2004, Winnipeg had the highest rate of auto theft of any Canadian city. There were 8,718 thefts per year, an average of 24 vehicle thefts per day. After the WATSS program was implemented, it has dropped to 1528 vehicle thefts with an average of only 4 vehicles stolen per day, in 2014. That is an 82% reduction in auto thefts.

What I hope to do is start a petition to the Alberta Government, to copy the WATSS program, and implement it here. I believe it would benefit everyone in the province. Not only would car thefts decrease, but senseless tragedies like the death of Maryam Rashidi would be far less likely to occur, if we began placing surveillance on habitual auto thieves. I want to prevent something like this from happening again.

I could use some assistance, as I would need to word the petition properly, and know what jurisdictions to focus on. I believe it can be done. I did this on a smaller scale in 2013, and the Government of Manitoba ended up naming a Highway after Terry Fox in Manitoba as a result. Please PM me if you are interested in helping with this petition to implement the WATSS program in Alberta. Thank you for your time.
