...and there were tons of youth in Winnipeg stealing cars, and going for joyrides 20 years ago. Demographics will prove that argument is flawed. Why are you shooting down something that has been so successful in other jurisdictions? The goal should be to take
preventative measures, so this sort of thing rarely ever occurs.
I don't see the point of maintaining the status quo of "catch and release" then try to throw the book at the offenders, when they kill someone.
