Seattle isn't ready either. No chance the league goes there without a new arena deal in hand. Quebec is tough because of geographical alignment. But that could be fixed in a year or two when the Panthers relocate. Just send them west.

Yeah, I'm thinking they go to Quebec to get them to a city and owner who's ready to take them on. Then they don't even worry about divisional alignment until they're ready to worry about it, like they did with the Jets.
Basically "Hey Quebec, we're ready for you to own a team, you get them right away, but they'll be in X division until we're ready for re-alignment, you good?" "Yep, we'll take it!".
