I didn't see anyone reaching for his gun. I did see the youth (Blue Shirt shorts) make what I think looked like a pretty aggressive move at the cop, with that step or leap towards him, but that still doesn't allow the cop to pull his gun unless the youth was clearly holding a weapon.
I tend to think that it was more about the cop being hopped up on adrenaline in a situation that he had no control over.
In other words, he didn't do a very good job, and maybe he panicked.
