It's not a matter of did bribery occur but a question of how much took place? Also, I reckon it goes back further than 20 years.

FIFA is guilty of a ton of crimes and improper procedures but this does look more like an out of court settlement to avoid the negative press surrounding a court case that FIFA probably would have won fairly easily. If RoI is going to be banned for taking anti-nuisance money, it would set a precedent where Canada would make the next World Cup with the amount of nations that would have to be banned. However, we probably didn't get the Womens World Cup by being squeaky clean...
