The guy literally have to wait until they are 22 to take advantage of this. the point of the entry draft is to distribute talent evenly not to make young men move somewhere they have no interest in moving to. Any North American player has the same rights to wait until they are 22 and sign with any team that will offer them a contract, there are just vary few top players who have put themselves in a situation to have a high quality of competition at 22 years old, and I think most would rather have the $4 million dollars Sean Monahan will make before he is 22 rather than waiting for free agency.

Your forgetting something, players in junior have nowhere to play at age 22(or 21 for that matter) the good ones get signed before their overaged years of 20/21 or they go back to the draft, a good college player can't be signed till he leaves the corrupt NCAA. He is never forced to re-enter the draft and becomes a FA.
