Your forgetting something, players in junior have nowhere to play at age 22(or 21 for that matter) the good ones get signed before their overaged years of 20/21 or they go back to the draft, a good college player can't be signed till he leaves the corrupt NCAA. He is never forced to re-enter the draft and becomes a FA.
