Mike Comrie just flat out left the Kootenay Ice didn't he? Don't think he was "recalled" by the Oilers.

When Comrie left the University of Michigan to play in Kootenay it was to give himself more leverage. The Oilers were than forced to sign him or lose his rights. Kevin Lowe is still bitter about it to this day.
Back than college players were drafted as 19 year olds. So Comrie played one year as a 19 year old, than went to Junior as an overage player. Because he was a junior player with no more Junior eligibility left he was due to become a UFA if not signed. Whereas a NCAA player the teams had their rights for a longer period of time.
