The team would also then be free to bring the guy up and down from juniors with impunity as he wasn't drafted out of major juniors.

If memory serves me correctly, I am pretty sure that Mike Comrie left college and went to the WHL and would have been declared a UFA that summer if the Oilers didn't sign him before the deadline. I think he was using the Mike Van Ryn loophole that I believe has been closed now.
