Incorrect. Poirier signed his contract on December 31, 2013. Even though he was actually 19 years-old on the date it was signed, it was considered an 18 year-old contract because that was his age on September 15, 2013 (one of the odd quirks in the CBA). If he had signed a day later, it would have been considered a 20 year-old contract because he turned 20 in 2014 and it wouldn't have been able to slide at all.
As an 18 year-old signing, his contract was able to slide 2 years unless he played 10 NHL games. The first year it slid was 2013-14 when he was still in the QMJHL. It also slid this season because he only played in 6 NHL games. AHL games do not prevent an ELC from sliding.
