I think Chomsky would probably argue that, while
slightly different, all 8 administrations pursued the same fundamental goals internationally, to a greater or lesser extent; the expansion and continuation of American dominance in foreign economic and political spheres and maintaining (what he would argue is the) unfair trade system the world currently works under, to the great benefit and advantage of the West over the rest.
