I would stay away from Kylington, because defensive deficiencies often do not greatly improve. He also isn't much better offensively than some of available options.
I would also stay away from Brandon Carlo, because there are better skaters available. Defensive defencemen are kind of a dying breed, and Carlo consistently has big minuses on a playoff team. There are only 2 very good defencemen over 6'5 in the NHL: Burns and Chara. Very large players are often more risky, not less. There are, however, plenty of below average and big defence. Many taken with high picks. See Sustr, Finley, Doherty, Gill, Smaby, Lauridsen, Aulie, and Tinordi.
Svechnikov looks good, but I get the feeling that he will max out as a good second liner. Second liners are much more easy to obtain than good 3-4 defencemen.
Konechy is too small, and his skill is not even that elite either. Jeremy Roy has nearly as many goals and points and while playing defence.
Merkley would be good if available.
I think the best picks here are Chapot and Roy, with the slight edge going to Chapot. Don't see any big flaws in either of their games. Neither of them seem too risky, and I think it would very unwise for the Flames to pick another risky prospect with a top 15 pick. They could alternatively do that in the second round. After listening to management's priorities and preferences, it seems like Chapot is the most likely pick.
