To me the only issue is do you want to do that to the Bruins and force them into a worse spot than they are already in and ruin that relationship with a new GM coming in. It would also send a strong message to the rest of the league's GMs that they may not appreciate.
Sure it's within the rules and all GMs know it's legal, but that doesn't mean they have to like being taken advantage of.

It's not as much as "Let's screw the Bruins" as it is "How can we improve our team"
If a team does choose to exploit this then it's Chiarellis fault for putting the Bruins in that position, not the GM who wants to make his team better.
