Not serious on this one, but is that a plausible situation? Can a team tender an offer sheet to a player if they were drafted but haven't signed a contract yet or does he have to have an expired contract in order to throw an offer sheet his way?

No they can't, a player has to have signed his first SPC and at least have 3 years pro experience to sign an offer sheet.
