I think in the case of Svechnikov, it also helps that he is from a pretty remote area of Russia (an island near Japan). It's almost the same distance geographically to Vancouver as it is to Moscow (like 100KM difference).

I think there is a KHL team in Vladivistok now, but for the most part even if he played in the KHL, he would be playing far from home anyway.
