We all agree the government doing something like this is ridiculous.

However, if someone "boycotts" Israel (whatever that even means) does that make him anti-Semitic? I'm not sure it does.

If it does make one anti-Semitic though, would a boycott of Russia and Russian products make you an anti-Russian? If so, why is one worse than the other?

Yes, you can argue Russia has done despicable things and therefor should be boycotted, but it just makes one scratch his head as to why its "ok" in society to be anti-Russian, but not anti-Israel. If you are Arab or Palestinian, I'm sure you objectively or subjectively think some things Israel has done has been despicable. America has also done some pretty despicable things. Same principle applies.
