OK, thanks guys. I assumed that vendor stock would rotate and items would be re-rolled, but it seems like the Vanguard stuff never rotates...
The crazy thing though is that I did the weekly heroic (level 30) on my warlock as soon as I logged on, and finished with two blue special engrams. First one gave me a strange coin (already pretty awesome), but the second one gave me...

The only downside is I've been busting my ass farming marks (and leveling Sunsinger) and now I have nothing to spend them on.
