Yeah - the section of pathway that runs alongside the Elbow river from Stanley Park to Rideau Park is mostly closed. There is a detour, which takes you over some grass/gravel/dirt trail. It's a little trickier if you're on skinny slick tires, but not a dealbreaker. Essentially, you can still get from point A (Stanley Park) to point B (Rideau Park) and vice versa.
I didn't know until yesterday when I came across it on my way home.
