How do you guarantee the tickets go to fans? If you sell them cheap, then they still end up in the hands of scalpers who then sell them for lots of cash. Or a fan gets them cheap, and realizes they can sell for 400% of what they paid for them and would rather use that money paying off studen loans, or buying a flat screen TV to watch lots of games. And in the end, the Flames leave a lot of money on the table that is going in the pockets of the scalpers. If you think about it, if you buy tickets for $200, but can sell them for $800, it is kind of like paying $800 for the tickets if you choose to not sell them. The actual value of the tickets is not the face value, but the value that the market places on them.

The Flames are in the business of maximizing their profits - most tickets they can sell and the highest margin. Theoretically good for the fan as well - gives us additional revenue to spend on players, coaches, scouts, jumbotrons, etc etc.
