I've read reviews on both, and to be honest they both are "meh" to me. I much prefer Thorn if I'm using a pistol in PVP, and a sniper with a 3 round magazine in PVP is awful.
In PVE, Fatebringer / Icebreaker can't be beaten - so I'm at a loss here.
I'll try to get lvl 4 to get the cloak for next time, but I can't say I'll be buying anything weapons / armor wise.
The only weapon I want is Felwinter's (for obvious reasons).

Timur's Lash is more so a novelty. It could be a decent PvP/PvE weapon depending on the roll and considering not everybody has a Thorn, TLW, Hawkmoon or Red Death to rely on, it's not a bad substitute.
Efrideet's Spear can be one of the best PvE snipers and a solid PvP alternative. For example, the ideal roll for PvE I'm rocking is Surplus, Field Scout and Outlaw.
Hits as hard as Black Hammer, lets me have more ammo per box that drops for all weapons (i.e. 2 rockets now become 4) and the fast reload on precision kills makes it more forgiving versus Majors and for general use. Frees up the exotic slot for Gjallahorn so while Ice Breaker can give unlimited ammo, I get better overall and burst DPS through Efrideet's and Gjallahorn.
PvP, it's a decent alternative, less so with the recent patches to Armor Piercing and special ammo availability. Does 183 on a body shot, so even if they got scratched with a single autorifle bullet, they're probably dead. The Final Round perk does 241 on body shots meaning an auto kill as long as it hits. Kind of cheesy, but it exists. Was my special weapon of choice when I could nail people through cover and freely fire without concern for ammo, causing more Final Round situations. Even as a 3 shot sniper, you could get away with having other perks compensate like Field Scout, Perfect Balance, Outlaw or Spray and Pray.
Really comes down to the enjoyment of true RNG in trying to roll your ideal weapon.
