Of course it has bearing on the quality. The concern is that voters are quite obviously putting more emphasis on that than anything else, and as the award is for defenseman, it irks people when better all around players get snubbed in place of players who are obviously offensive catalysts, but are not as good overall.
All things equal? Yes, take the guy with the most points. But that's really the only time it should come into play. They should be looking at other areas first.
