That looks like old information. It used to be that only the Stanley Cup winner got moved down to the #30 spot. In 2007, it was changed to the Conference Finalists getting the 27-30 spots (with the Cup champ getting 30th, and the other Conference champ getting 29th).

Any regular season Division winners that didn't make the Conference finals then get the next lowest spots. Then, the rest of the playoff teams get ranked in reverse order to fill out the draft order.

For example, last season: Los Angeles had the 30th spot for winning the Cup; the Rangers had 29th for losing the Cup final; Chicago was 28th and Montreal was 27th because they lost the Conference Finals and Chicago had more regular season points than the Habs. Next were the Division winners (none of which made the Conference Finals) Boston (27), Anaheim (26), Colorado (25), and Pittsburgh (24). Then, the rest of the playoff teams were ranked. St Louis and San Jose both had more points than Pittsburgh, but picked before the Penguins because the Pens were the top team in their Division.

This season, the four regular season Division winners were also the top 4 teams in the league, so that ranking won't be a factor.
