There is way more to the issue than simply money. What happens if someone charges for a mod that uses assets created by another modder? What happens if the developers patch the main game and that breaks a mod you paid for? What is Valve doing to stop people from going onto Nexus and stealing other people's work and putting it up on the workshop for a fee?
It's a very slippery slope. I like the stance Tripwire Interactive has taken with Killing Floor 2 saying that there will be no paid mods for the game and charging for mods will be against the EULA.
