How about this:
In the unlikely event of a woman showing her breasts, arrest her.
In the more likely event of some idiot starting a "show your ___ for _____" arrest him.
That way you remove all expectations of female nudity, the bros heading down to 17th will instead go to Budoir Rouge, and the rest of us can have fun with our buddies and celebrate a win with our fellow Flames fans, male or female.
This will hopefully remove a specific subset of drunk idiots, but people have to recognize that whenever alcohol and partying are involved, drunk idiots will always be involved. If you're a woman drunk idiots slap your butt, if you're a bigger guy like me drunk idiots get in fights with you. As usual it seems like a small minority of people is ruining it for a larger group of normal people and starting to give the city a bad name.
