Personally, I don't think it matters if it is an off leash park or not. A dog should be trained to not approach other people unless invited to and it definitely shouldn't be off leash anywhere if it isn't trained to return to it's owner on command.

Off leash doesn't mean free for all. The enjoyment and safety for humans using the park (including children) is still the top priority.
