Assuming you're in Calgary, you can phone 311 for a definitive answer. But there are a couple issues that would probably require at least a building permit. There is a maximum amount of hard coverage allowed for landscaping. Adding to a driveway would increase what you have. There are utility coridors that shouldn't be covered (not sure if it's allowed or not) but you don't want to add concrete over something that may have to be dug up some day. And there are set back requirements from your property line that have to be maintained. Adding to a diveway may encroach on that.
So if any of those matters are violated by your new driveway, you may still be able to do the work, but you would have to get a development permit as well as a building permit. So the process is then more involved but still doable.
You'll have to get a drawing of the project, likely the old RPR with a new draft of the project added to it...you'll need a daft person or possibly the old rpr company could do it. Again, 311 or a visit to the city planning department will tell you what you need.
And for sure you'll need a new RPR done when the project is complete (get the original company to update the original...much cheaper). By getting the permit, you guarantee yourself that there will not be an issues with the RPR.
I'm not sure about the retaining wall removal. There may be an issue with the neighboring property. If it is holding back land that is higher on someone else's property and is close to the property line, it may not be your responsibility to alter. You may not be allowed to alter it. But I'm not really sure what's going on with your's.
