Let me get this straight.
The league has four officials on the ice at all times, two of them who have recourse to every tool in the league's official rules. Those officials have failed to prevent a climate of head-hunting, hitting from behind, slashing, fights instigated in the final minutes, and fights where players are sucker-punched or ganged up on.
The league has higher-ranking officials who can use video-replay to re-examine game incidents and issue supplementary discipline for infractions missed by the officials, or which the officials handled poorly. Those officials have also failed to prevent a climate of head-hunting, hitting from behind, slashing, fights instigated in the final minutes, and fights where players are sucker-punched or ganged up on. They've gone so far as to waive supplementary punishment that are called for in their own rules.
And now the league tells the teams that it's not happy with how the series is going?
You're paid to administer discipline! Do your job!
