I managed to flag Enmax when they were in my alley and got them to do my neighbour's tree. He said they only do it if it is very close to the pole or alley wire, once it is more than maybe a metre into your property it isn't their responsibility.

If the tree is on your yard growing into his, I'd say that is 100% your responsibility and he has a right to trim it if he wants. If the tree were to take out the power lines, I'd suspect he has a case against you to pay for repairs. Just my opinion though. You could always call 311, see what they say.
