Penalty would have occurred after the goal was scored, so why should it be treated like a delayed penalty.
If the logic is that teams will abuse it, why can one team abuse it and the other team can't.
IMO the rule is just inconsistent and doesn't make sense. Sure make a rule for any type of misconduct or major it still counts, but a standard trip or hook shouldn't count.
