By rights, "paper" is the only thing they need to do to follow the rules. They could technically send down Ortio but never have him leave Vancouver and the Adirondack Flames scratch him due to injury/illness/whatever and it would be completely legal.

Since when? My understanding is if you assign a player to the AHL they have to be sent to the AHL team within a certain time period or it is considered circumventing the CBA.
Darryl Sutter said the league will investigate things and look for airplane tickets to be booked when he was Flames GM.
