I think it will be a nice change, and more in-line with how a FPS like Halo is played in PVP.
Special weapons are power weapons, full stop. To have unlimited sniper, shotgun, fusion ammo tilts the game towards utilizing those weapons almost exclusively.
This will tilt the crucible towards primary / grenade gameplay, and map control when ammo spawns are dropping (As opposed to mindless sprinting with Felwinter's everywhere).
I'm looking forward to it, I'm a ranged player as it is and use my primary more than anything. This will make the crucible more team work and map control focused, which is a good thing in my mind.
